There are two think to know here.
1) The time taken to go from a gray to a different shade of gray is in actuality longer than the time taken for black to white. This is because in the panel the solution crystal moves in response to an electrical area. A black to white change have a big change within the electrical field and pushes tricky on the liquid crystal so it moves hurriedly. A gray to gray change have a small change surrounded by the electrical field and pushes softly on the gooey crystal so it moves slowly.
Since most changes (especially gaming) are gray to gray the specified switching time is not so adjectives. It does give a relative indication of which panel is better.
The optimum revitalize rate for an LCD panel is 60 Hz. So a complete set of information is sent to the LCD every 1/60 seconds, or 16.7 mS. Any response time faster than to be precise of questionable value.

The faster the response time, the less "ghosting" you'll interest. I.e. how quickly your monitor will stimulate to new imagery. A slow response time can be very annoying when you're playing games.

Well, faster LCD pixel response time is supposed to clear scrolling, video, and games move more smoothly. But apparently the companies do not even understand the response time themselves and hold made mistakes on their specs. Just trust your eyes and look at the quality for yourself... but if you're unsure, conceivably just get for the highest you can find, e.g. 5ms.

what fast animate rates give you is smaller number blurring in hasty action.
mine is 4ms and I see no pixelation or blurring.
