Computer assistance?

i enjoy a dell 2400 series computer for 2 years now and i just have one problem beside it which developed only a few weeks presently it seams that when ever my system is on i hold to keep shifting the settings on the video of the monitor because the screen would some times move to the disappeared,i then hold to bring it back to the center but even when its to the center its not fixed correctly because the edges of the blind where the time and the start menu are located the words,icon are all slanted and smaller than the rest of the page and when i start up the workstation it appears all messed up and the the blind slowly starts to pull to the right consequently all of a sudden the page would disappear near a white flash. the white flash would sometimes fall to the bottom and disappear and set out only fogginess but when the start up is complete the screen reappear but its still not the way its suppose to be is it my video card? or is it the monitor? can it be fixed ? pleaze offer some advice

Sounds similar to the monitor is on it's way down the long road to the dumpster.

The problems you are having are from the Cathode Ray Tube starting to go amiss.

Really all you can do is progress out and buy a new monitor. LCD monitors are cheaper than ever right in a minute, and will last longer than your CRT did.
