Why is my computer peak jump up and down periodically? it seem resembling it is have a seizure---trouble??

This have been taking place more frequesntly lately--I have never see this before on any computer--it's a Dell laptop. The peak just starts moving up and down for nearly 5-10 seconds, next stops. While it is happening, you cannot close the peak or do any commands

Do a System Restore since when it work previous
click on Start-All Program-Accessories-System tools-system restore
choose a date when the computer be lasted apposite working then click on subsequent and do a system restore

Sounds similar to the video card is going bad or over heat.
You might need a bright video card like he said usually u can run to any cpu store to fix it
