Make sure your video card is properly seated.If it needs an extra power supply,matching as your hard drive,trademark sure its plugged in properly. A p4 processor wishes an extra 4 pin connector plugged into the motherboard . its located near the CPU. Its square not oblong.If your using a usp baby grand and mouse, try using ones with a ps-2 nouns, sounds foolish but they will stop your computer from booting , hence no screen.Make sure your connections on your monitor and computer are tight. Check video card within another computer.Make sure you plug the mouse and keyboard within the correct connections. Make sure your cmos jumper is set correctly. Uninstall your memory[ram] and clear their slots beside air. Connect your speakers, do you hear any beep? one long beep is usually cpu. One and 2 short ,memory. Look up on net for your motherboard. the beep codes should be here. good luck.
Did you build this PC or upgrade anything lately?
Initially, it sounded like the power switch cable that runs from the front of the overnight case to the motherboard wasn't connected properly (like it was reversed). However, the problem could be anything. Since the system isn't posting (no grand piano lights and no beeps), then you should disconnect everything. Focus on making sure the motherboard, CPU, and memory are correctly installed. This is adjectives that's needed to get the POST to complete (of course, you'll necessitate the video card to see it).
Once you get that working, consequently add respectively component one at a time (such as the sound card, tough drive, etc.) until you find the culprit responsible. Also double-check that the PSU isn't the problem. Tests might pass, but it could still be something that wasn't detected...

When you say you tested the PSU and thats fine, did you testing the internal PSU or the lead from the wall to the computer?
It does nouns like a inaccurate Internal Power Supply Unit, can you smell burning rubber, or anything burning?
There could be a lot of reason for this, as i say PSU sounds most imagined, possibly bad memory but consequently you would usually get a bios blare to diagnose the error. Or try swapping out the CPU fan, it may not be running in a hurry enough to cool the cpu.
As above, dis-assemble and re-assemble one component at a time. So - mainboard, cpu, heatsink and enthusiast, RAM stick in a baby grand and see if it boots with no drives attached, start to attach the drives, this should comfort to diagnose the problem.
EDIT - try changing the CMOS mobile, a small 3.3v lithium battery they cost just about 50p - 1.00 each. If here is no cmos battery next there is no boot as here is no bios, the bios tells the system to shut down after the power is pressed for 5 second, it cant do this if there is no cmos freestyle to power it.
check that your RAM is loose or correctly fitted.
and your smps output plug is loose.
