When I walk to my start button to turn my computer past its sell-by date, it doesnt shut sour it will basically restart, how else can I?

After you click start at hand is a window that appears and asks if you want to restart or shut down...lately click on shut down
pull the power cable out but i do not suggest this
Is it a laptop or a desktop?. Laptops are prone to do that and adjectives you have to do is unplug from the wall, lift out the battery surrounded by the back of your laptop, afterwards reinsert the battery and it will start up fine.
If its a desktop:
run your virus program.sounds similar to you might have a bug.
