Notebook is smaller, generally, laptop is a bit bigger (and heavier).
As for which is better, depends on what you have need of.

Some local stores may own used / refurbished ones on sale. I've see some P3 laptops that used to be on sale locally surrounded by a computer recycler shop, but I'm in the SF Bay Area. Your local availability will swing. Those are good for typing and running aged programs and such.

laptop ist in recent times another word for notebook. All in adjectives the notebook should have well brought-up technical stats as a conventional PC would have plus components which are made especially for notebook ("intel Centrino" or "AMD Mobile/Turion" processor and "nVidia go" graphics for example). You should ask a real personage who has a bit expertise of computer hardware (in your family?) to find a upright used laptop. I would suggest buying an new "obsolescent model" laptop a bit than a used one.
