How to unlock rescue and recouping for ibm presume wad R60e?

i own an ibm and my system crashed when i start my computer it asks for rescue and recovery password but when i enter it it say i need to create a password but within order to create a password you involve to have window working , is there any mode around this ?

you better reformat and reinstall your operating system
