i have the same problem, i suppose the only route to improve this would be to achieve a LCD TV, older TVs doesn't enjoy the capabilities of handling the resolution of a PC
The aspect ratio may requirement to be changed on your laptop to display graphics on your television correctly. I'm not sure precisely what variety of TV you have, but you may necessitate to do some research on what it's aspect ratio is and then fine-tuning the settings on your laptop if possible. The issue isn't the graphics card on your laptop, it's the size and height of your television display screen which is formatted differently than the tiny blind on your laptop, hence the poor graphics quality.
