What is Board Level Failure?

I did this diagnostic item for my laptop (which doesn't turn on) and it told me my laptop has board plane failure

thats a deep-seated hardware failure of the motherboard basicly import u either enjoy a short in the motherboard or u have a really bad dios error restart to be sure it wasn't a bios error and if u recive the message again their is a problom next to the motherboard and ull have to replace it.
