When I turn on the computer it single Loads up to WHen the word "windows" appears and then it restarts..It doesn't stir to desktop. I tried reinstalling windows but it didn't work...I'm stumped...BTW its a laptop..

The problem is clear. It's Windows.. That's only just how it is.
Get yourself a Mac and get next to the program.
I think you are not reinstalled you hold repaired it
Try to format the drive and reinstall it.
