I get a new Dell knees top and I can't get into my Oracle systems from work. The IT guy say it is because the new computers own Vista in the hardware. Is nearby anything I can do?

Install Win XP
There may not be much you can do until there is support from the software purveyor. Keep on your IT contact about getting the upgrade you requirement to get your work done. ( if it is a company owned notebook, they really dropped the globe on the purchasing of new equipment.)
