Why does my Windows XP restart automatically when I run cmd?

I hold got a laptop that runs Windows XP. Every time I run "cmd", it automatically reboots itself minus any warning. I unchecked "automatically restart" chance of "startup and recovery - system failure" dialog box but it didn't aid. Please help.
