How do you reformate a laptop near window xp on it?

ever since i get dsl on my laptop everything went wrong. i can't click on any of my icon. i can't do anything. i took it back to where on earth i got it from and they said the individual thing to do is reformat it which cost $150. i am trying to avoid that. is that the just way to thieve care of my problem. reformating.
