What is OTPTaskBar.exe and why does it periodically not hold ample system resources to run?

If I make tracks my laptop on it seems to pop up after a while, dictum the system doesn't have satisfactory resources to run.

Tried searching the network about this OTPTaskbar.exe and it does not own any reference or any softwares related to it. Probably its a taskbar extra but I strongly suggest to uninstall this or remove this from startup list within msconfig.
