How can you get hold of to the control panel lacking the start button? Can it be done?

if u hav winXP sympathetic my computer. at the right near the top it will enunciate add or remove programs. u can also click tweaking a setting and that will open up the control panel itself.
Hold the CTRL button and press the ESC.
You will hold to go to the start button next all programs and find the my computer deity. Right click and in the menu you will find a function that say do you want a desktop short cut. click yes and you will get an statue on your desktop. and you will not have t run to start. Just click on the desktop icon
do liek i did walk to nother computer and on a flash drive copy the control panel to your deskptop them drag that file into ur USB later take it out and plug it out and use it on the computer u entail and try it..it works for me thats how i changed the library info
