No they are not. The USA uses an RJ-11 connector which has the locking tab on top. The UK uses a different connector beside the locking tab on the side.

Yes, otherweise modem manufacturer that do international business would go crazy. The singular thing that may differ is the voltage. I know it is different for household current but iam not sure almost the phone lines voltage.
go to walmart or radio shack - they vend travel kits for both AC voltage plugs conversion and phone splash conversion. I am sure other travel dept in chief stores sell them also.
