My DVD-RW read DVDs but it can't read CDs, even installation CDs. Any oblige?

It's a DVD-RW, it can lone read/write DVDs. You would need a CD-ROM drive or something that supports a disc.
I suggest finding out if the drivers installed for you drive are a) the correct ones and b) the most current ones. Either one may have the current side affects that you are describing. If your drivers ARE current and for the correct drive, try reinstalling them.
From what I hold read DVD-RW drives use one laser for DVDs and another for CDs. Your problem sounds like the disc laser is malfunctioning. I would have the drive serviced if it is still lower than warranty, otherwise you will need to replace it.
