Laptop scroll buttons wont work. changed settings within control panel, but still wont work. HELP!!?

i go to control panel and chose device settings and in the buttons sector enabled touchpad buttons and selected properties..resembling scroll window up/down..left/right..and even clicked APPLY..after ok. but windows still wont scroll up/down when clicked..why is this?

surrounded by your device manager, are within any items (especially one that says "SM BUS CONTROLLER") that are showing as not installed (yellow icon)?

when i first reinstalled my HP laptop, the scroll thingydoo didnt work. it be becuase i didnt install the drivers for the SM BUS CONTROLLER (cryptic name, doesnt necessarily be determined a scroll wheel, its merely some type of device in the system)

once i installed the drivers and nearby were no warning in the device organizer, this worked properly for me. i could be waaaaay off surrounded by your case, but of late making sure there are no devices that are showing up as uninstalled is the first step to rule out.
