Safe Mode on Inspiron 700m?

Can someone put in the picture me how to get to the safe and sound mode on my inspiron 700m, I have tried to do it at start up but cant find anything nearly safe mode. Also my systems restore will not tolerate me restore to an earlier point, any facilitate with this problem will also be great

If the computer is running it is best to shut down Windows and afterwards turn off the power.
