My mom be given a laptop bag for my laptop, but it come without the shoulder strap. Anyone know where I can get hold of one? I've looked online in Best Buy and adjectives, but have no luck.

Search Google for airport gear lost and found. I bought an Eddie Bauer $250 backpack luggage that looked like untried for $50. you should be able to find a strap that fits for a buck or so.
