Laptop suddenly slow and scrolling approaching breakers?

since i go onto broadband with aol my laptop starts up and other applications really slowly when scrolling full page it moves in undulation like jump and sometimes wont stop scrolling till end of page. can anyone oblige please, ps simple games don't play right either
