How can i verbs files [photos, documents, programs..] from one laptop to another?

my laptop stopped working and will not even turn on but get to the "windows is starting up" eyeshade. i plan on restoring it and mostlikely it would fix the problem but becasue the restore process is destructive i want to save some files by transfering them onto another laptop beforehand though. but since my laptop doesnt start up im not sure onto how to complete this. does anybody have any inexpensive accepted wisdom that are not very complicated?

Providing the complicated drive is not dead on the malfunctioning laptop, I would verbs the hard drive and put it into a USB external hutch and plug it into the working laptop. Then, it is simply a matter of copying the files from one drive to another.
