You get this message when you are using a copy of Windows which is not dependably purchased from Microsoft.
You should not use pirated copies and get a heartfelt Windows for your use, as this is against the Copyright laws.
If you craving to use freeware, try Linux.

There is not plentifully you can do - you can switch off the notification or remove it from startup using the Advanced area of Spybot Search & Destroy:

Or re-activate your copy of window using a valid key - but if your copy have been previously "mangled" to avoid activation I ponder the WGA (the popup you see) tool will continue to bug you.

If you are forced to buy a different copy of XP, get a OEM variation. Then the cost will be in the $80 dollar stock.
