My laptop crashed. Windows tries to boot. Would replacing the hdd and reinstalling window fix it?

Don't spring into conclusions as yet, mate. You might not hold to replace your HDD as yet. Your appliance failing to boot would just be an OS corruption. Just insert your OS installation compact disc and boot from it, and when it detects an already installed version of window and asks whether to repair it, give "Yes". consider booting with the SAFEMODE
if it boots into protected mode the problem is just a mis-config of a window OS specific files
else if it does not boots even into safe mode

Well adjectives depends if the problem was the Hdd yes it will, why do you point is the hard drive?
sometimes the concrete drive has develop impossible sectors and if the problem is not physical nearby is programs that can help.
