Unless there's some special device that I don't know that exists, I don't think that it's possible.
try jamming the cartridge into the cd-slot. it's hasn't worked for me yet but i'm not giving up.

u can connect the analogue output of the vcr to the device and convert to digital mode. that u can connect to the laptop through the usb socket.
