it may be the shield that there is some precise hardware defect or trouble within your cd-rom drive or it is damaged or proper hardware driver is not installed or disabled .
Maybe your computer lost the drivers for it. Go to google and gain new drivers.

How is your battery power? Maybe the compact disc player needs more power to be run? Try plug your computer into a electrical outlet or receptacle and see if your CD's will run or not.
