when i start up the laptop it doesnt show any boot up peak, it just have a flashing cursor in the top not here hand corner and the screen full of white dots.. is it a software issue or a hardware issue? what can i do? (apart from throw it away, some of us cant afford a new one)

When switching it on -Press Alt & F10 together.A blind will come up and then switch to ask you if you want to restore to
factory settings or if you hold a disc.Choose factory settings.It may take a few attempts to carry it,so be prepared to switch it on
