First of adjectives, a Compaq MV540 is your monitor model. The Compaq Presario 5000 is your computer model. These were honest ones when they first came out several years ago.
I'm assuming the start button you speak of is the start button on the front of your computer box itself. If so, try spraying the button beside "canned air" which is an aerosol can of cleaning product that can be bought at any computer store or even at Walmart or Target in the electronics division. Spray it, then try pushing the button. Do this a few times to see if it will free up the point of any gunk that might have accumulate around and under it.. If that doesn't work, try jiggle the button from the sides with the tip of your fingernail a bit to see it it will pop final into position. These are simple tricks but would be worth a try and not cost much for the canned nouns.
For the monitor problem of splotches of black on the screen, that could have it in mind several things. The monitor has several control buttons located close at hand the bottom edge of the monitor casing. Tinker with them especially the degauss button. If the monitor wishes degaussing, it usually displays green, yellow, red splotches over the blind when the monitor is turned on. Degaussing gets rid of this and returns your display to conventional. Worth a try. The monitor is of an age now where on earth it could be starting to go out. On a laptop computer, black splotches usually show that the screen is fractured and would own to be replaced (expensive).
Or it could be the video card located within the computer box itself starting to step out. If the screen flickers occasionally, that would also indicate tha the card is fading. If that's the problem, a video card can be easily and cheaply replaced if you can find one for that pernickety model.

I would not spend a great deal of money for shop repairs on a computer/monitor of this age. You can get computer systems honestly cheaply these days and you would get hold of a great deal of gladness with a new/newer one as you cram your way around using them plus surfing the internet.

most newer keyboards have a button near the windows logo on it subsequent to the 'alt' key...that will bring up your start menu....in the order of the black areas? you didn't specify if this is a laptop..if it is,it could be dead pixels..if a desktop..could be bleak video card..hope this helps..
You might own a bad graphics card or low CPU rating.
Get those looked at, later UPGRADE.
well within all seriousness... conceivably that is why it be given away. It is hard to really speak why its doing that without anyone able to troubleshoot it myself. Try shutting it rotten manually.
On the computer case itself, press and hold the power button untill the apparatus just shuts stale. Wait at least 5 minutes and turn it hindmost on.
I am no expert but it sounds like it might be an weak machine and could involve some upgrade/service done to it.

i think its ether a virus or something wrong next to the system files. try re installing windows. or u can try uninstalling the programs that be recently installed. sorry but I'm not a computer export.
you might be dealing beside a virus...or did you resently installed any new software , Operating System (os) or hardware? if you did uninstalll and try it again. compaq-mv540?.. impart us little more information about your computer..cuz this computer i can't even find it on ebay ;) you probably have need of a new computer that support current technologie used on webpages and unusual software applications.
