What will crop up if the voltage input to a Dell 1000 Inspiron laptop is reduced?

The laptop runs on its own freestyle which is 9.6v. Why does it need a 19v PSU.
What would develop if a variable PSU be connected and the voltage slowly reduced, would it break something.
