You just have need of conductive heat sink pulp. I'd recommend something silver based, close to "Arctic Silver" but a silicon based pulp would work as well. Any wearing clothes electronics/computer store should have it. And remember, a terribly small pea sized amount will go along instrument. good luck!

No, the point of the Thermal Pad or Paste is to transfer the fry from the chip to the heatsink. Super glue wouldn't do this particularly well, plus you probably wouldn't ever be capable of get the heatsink stale the chip.
first, the adhesive pad you refer to are difficult to make. effectively, one would necessitate to blend in some metal to a foam making process. this is not a drastically common item. 3M make some anisotropic electrically conductive adhesive pad, but they would not work well for your application. they don't stick ably, and the amount of filler/metal is not real dignified.
For the absolute best thermal conductivity, stick to the silver, nickel, and steel full up epoxies and urethanes you can buy at stores. I could give you a formula to bring in some, but obtaining the fresh material components would be more work than simply buying it.
