this REALLY depend on what mobo and near what processor you use it.
a ram is clocked by the FSB and this determine the speed of information between CPU and ram (the bandwidth).
a knock against with 667MHz specification on a 533MHz FSB is useless (it won't be faster than a 533MHz ram).
if your mobo runs near a 667MHz FSB then progress for the DDR2 667, otherwise the DDR2 533 will do.
The second one has a better frequency which means it will work faster and adjectives of the programs will run a bit faster.
the second one is better - therefore more expensive. its faster and better for what you want.
The memory within the second computer is about 10% faster afterwards the memory in the first. This will distribute you a little more speed. However probably profusely less after "10%" as often the processor and bus speed are slower after the memory. Whether the difference is worth $100 is a hard phone up.
The amount (which is the same within both PCs) is more important consequently the speed, when they are that close....
