This is due to the display brightness settings. Perform the following steps:
1. Remove the Battery and Start the Presario next to AC Power Adapter.
2. After getting into Windows, Press Fn+F8 to Increase display brightness.
3. Then Connect the battery and remove AC Adapter.
4. Again, Press Fn+F8 Increase display brightness.
5. Now shut down the Presario and connect AC Power Adapter, also install Battery too.
6. Start the Presario and check if the display is brighter within both AC Adapter and Battery power.
If the issue persists again, reinstall Video Drivers.from the following intertwine:

If that too fails to work, reinstall Power Management.
To reinstall Power Management surrounded by Windows XP, follow these steps:
1. Click Start, select Control Panel, and then choose Performance and

Try a different power outlet. If same point continues power down laptop, plug in to outlet and reboot. Or disconnect mobile and plug in and try it. If adjectives of above methods result in same problem I would guess you hold short somewhere and it could be dangerous. So discontinue use and contact Compaq.
check your power good settings change them to adjectives on turn off adjectives the stuff in your room you might not hold enough power if you enjoy alot of electronics on and you will blow a circuit and possibly die
Assuming your on some flavor of windows.It it probably the power settings. Right click your desktop-->Properties-->Screens... tab-->power running from here you can select different profiles for plugged in and running on battery-operated.. each should be customizable..
