Why does my laptop sound the horn when I hold down one of the arrow key (2nd Repost)?

If I hold down a arrow switch for a few seconds, it beep very loud.
There aren't any option to change for the speakers (volume, etc) and it can't play music.
How do I stop this?
Its a Dell Latitude running on W2000.

It is to alert you that you may hold a stuck key.
y do u safekeeping ? its unassigned so it beeps if held down.
