How do I fix my touch wad on my laptop?

I lately upgrade to vista. The scroll feature have been disabled. I go to control panel and I looked at mouse menu. It just shows the rough mouse setting options. How can I fix this. I tried msconfig and I looked at startup thinking that setting
be turned off. No luck.

Yeah I agree beside Lisa. The problem is, and I really hate HP for this, is that even if a laptop can run vista, they are not coming out beside drivers for them and their website says, Your Product is not supported by a Windows Vista Upgrade. Bastards!! My suggestion is find out who made the touchpad and jump directly to their website and look for it there.
what clear, model laptop do you have? It's probably on your grand piano and has to be enabled using the FN switch + (some other key on your keyboard).
You will hold to go download the driver i.e. made for you laptop model for the mouse pad. Just step on the site of the company that makes your laptop and download the right driver, and install it.. Once you own done that, all should work capably.
