Have a jump at this.
Go to CONTROL PANEL and chhose MOUSE icon.
When MOUSE PROPERTIES open up click on the POINTER OPTIONS and change the response speed to a superior one.

Im soz mate... No way to do this! Unless u enjoy a virus. But Instead Buy a mouse usaly (14lb)
You should try touching harder, if you're using an old iBook you should consider getting a fresh one. Some of the iBook touchpads are defective. Beside from replacing them, there is no fix, in recent times a treatment.
Also try getting a real mouse instead of a touchpad (don't forget the mouse wipe!). The wireless ones with receiver that click into the mouse itself are my personal favorites--they are so portable.

Start>>Settings>>Control Panel>> Mouse
Or just buy a usb mouse for around $10-15 bucks. Wireless ones run around $25-40
