Not so long ago inhabitants were claiming refund from Dell as they didn't want Windows, in recent times Dell enjoy been shipping machines next to Linux pre-installed (Ubuntu is one of the options). If a large company resembling Dell is prepared to do this, then unless a supplier doesn't want your money, I would look for a supplier who give you a choice of OS's.
Don't forget every new computer sold near Windoze pre-installed puts money in Bill Gates pocket.
P.S I would simply have a Dell computer if I didn't enjoy to pay for it, but I appreciate a company of that size giving the race who pay their wages a choice.
most computers comes next to OS. you can buy the computer. and then you can install your won't OS. or you can go and get a barebone without the OS.
look for keyword "upgrade" on the box..installing Unbuntu shouldn't have need of for you to format your HD..but I think other Os's they recommend installing the non window OS first, the windows second.

You can't buy it short the OS, but you can install Ubuntu on the entire disk, which will erase the original OS.
a short time ago format the disk when you install the OS, there should be a eyeshade "would you like to clear rotten the disk before you install?" or something resembling that, formating it clears everything off

Most computers come near windows pre installed it's not that graceful to find a machine that have no OS or has linux pre installed, Dell will do this and I expect some computer shops will build you one in need an OS. You can install linux on the whole of the drive which will remove window completely, the option for this will be presented to you during the install process, (I don't enjoy windows on my machines, I freshly install linux on the whole drive). If you stir for the dual boot option window must always be installed first, if you install linux later windows, the master boot narrative will be overwritten by windows and the bootloader which give you the option to boot into window or linux will be lost & need reinstalling.
