New laptop/slightly glitchy stuttering video on DVD and Adobe?

I basically bought a laptop a few weeks ago (hp dv9233, 1.66 core 2 duo, 200 gb dual drives, 2gb memory, 256mb video card) and installed ADobe preimiere 2.0 on it to edit video. For the first week or so, everything worked flawlessly as did watching DVDs. Now I'm finding when I watch a DVD, occasionally the video will stutter a bit as capably as have a clear flash glitch across the top (kind of like a pixel straight across), and when I use Premiere, it take almost a minute to start up, and while using it, trimming video and watching in the outsider, it doesn't run as smooth as it did at first. I dont have any virus that Norton detected so i'm not sure what else it could be?

I have used the DVD Slideshow Builder for a long time which is undemanding to create a customized DVD slide show with photos and video, and you can add music, transitions, and motion effects and breed beautiful DVD menus. I close to it very much due to its large performance.
