Not really, you obligation a real video card (not an on-board video card) to play 3d games. At best it might be capable of with details at the lowest and playing 640by480 or possibly 800by600 max. Goto www.tomshardware.com for benchmarks. That on-board would be much worse than any listed surrounded by the benchmarks.
You should be able to, newly check the box. Most games will run on their lowest setting with simply 64mbs. Try upgrading to 256, or at least 128.
I've played it next to this card. Runs pretty slow but it still works :)
Although you are at the extreme low end of the graphics card spectrum, you should be capable of play the sims 2. The Sims 2 really requires much more processing power and system memory than video power.
