I am powerless to access my charge manger and run command?

You Have been infected beside one of the nastys very doomed to failure virus, Chances are know one has a super express fix for this one. I've ran into it once up to that time you may have to reinstall if you want to fix it. otherwise past its sell-by date to the computer shop. So I reccomend this.
Goto Local computer shop and ask for them to backup your My Documents, My Pic, My Music etc. If you are capable of reinstall do it yourself except Have them do it.
This is from my own personal experience, its very possible its not a virus at adjectives but some strange windows issue if you can try this.
START---run--- type: SFC /scannow
put your window operating system disc in cd rom. tolerate it check your system file are intact.
but if you hold what I think you hold most likely this will not work.

Sorry to vote it but I will be frank YOU HAVE A VIRUS!!!!!!!! reboot your computer and scan your drive in safemode to try to attain rid of it. This is the classical way Adware/Malware/Viruses try to hold on to you from disabling them in the taskbar by restricting You access to them.
