Question on VGA output and PSU.?

1. If my monitor uses vga but my symbolic card uses dvi. Can the graphic card still be used if i use a dvi to vga adapter?
2. If my mobo uses 24 pin PSU, but my PSU lone have 20 pin. Can i still use it through a 20pin to 24pin converter? Pls giv me some direction. Thanks alot.
