Buying a investigational processor for a socket 478 motherboard isn't going to be a good investment. Going from a 2.8 to 3.0Ghz domestic device is going to provide very little working increase and be expensive.
Maxing out the memory and getting a new video card as he have done are the best places to start and the new power supply make sure you can use the new video card.
The socket 478 is hoary technology so you aren't going to find any really fast processors for it, 2.8Ghz is pretty fully clad on that socket.
If you feel you MUST increase the processor speed I would look into an excellent CPU enthusiast and then overclock the processor (run the 2.8Ghz processor at 3.0Ghz or faster).
Personally I wouldn't overclock I would purely use it at 2.8Ghz but that is personal nouns.

Going from 2.8 to 3.0 is not going to be worth the cost of the new processor. There are some 3.4ghz P4 processors out nearby, but that still would not be worth the money.
Really, the processor he has is plenty nifty for most applications out there.
But if he REALLY requests a newer processor, he would have to buy an entirely exotic motherboard and possibly a different type of memory to get any benefit out of the upgrade.
