The other light of day my computer started hitching and running really slow. So i checked bios and the power fan speed be running @ like 700 rpm.. I'm pretty sure it's supposed to be at around 2000 or so.. Also when i first turn on my computer it runs at similar to 300 and windows won't even start up. It'll start up once it's running at 700 though, but the max speed it go is 1000 which it's running at right now. So is this a sign that my PSU is dying? Should i be in motion ahead and order a spanking new one? Thanks

Well one thing for sure is that the devotee in the PSU is dying.
IT may be extraordinarily dirty and can't spin properly.
That RPM is too low for a PSU.
You could replace the fan within the PSU , but if you don't know what you are doing , DO NOT OPEN A PSU.
Just buy a new PSU.
