Can my Intel Pentium 4 3.20 Ghz beside Hyper Threading Technology run smoothly next to my Windows 98 software?

Yes it will run, but it will not see adjectives of your power. Like you, I though I would be supper cool and run 98. 98 needs zilch to run. The most 98 will see (as far as I have see and tested) it will only see 1gb of bump. 200gb hard drive and a P4 1.2ghz. Now... if you enjoy to have 98, you can get hold of windows Virtutal notebook from Microsoft. It is free now, and its pretty undomesticated. Works good if you hold a gig or more of knock against. its great you can run 98 along side of XP (however you have to own xp or 2000 pro to run Virtural PC for windows). Here is something to consiter, 98 is pretty much dead (I Know it hurts to hear). But, 2000pro service pack 4, is basicaly XP Lite. But beside a 98 twist! With the specks you hold, 2000pro will run crazy fast on a system similar to that, and 2000 will see up to 3gbs of ram, and up to a 4GHZ processor, and up to a 500gb concrete drive, and you can download 2000 off limewire... Yes. That CPU will run all win98 software, but Windows 98 does not support Hyperthreading. So it will purely be 3.2 Ghz w/o HT for your Windows 98.
Yes, the processor does not have anything to do next to the OS in this skin..........It should run it well. If you are loading 98 from a compact disc........go online to find a window 98 support site as microsoft no longer supports it, but there are a few sites that do so you'll know how to upload for free all the updates since 98 come out..........this is a must do in demand for 98 to properly.
I agree with SH but 3.2 on Windows 98? It's close to having a Corolla next to a corvette engine. Why in the world would you do it? I don't have an idea that your CPU is your problem, it might be finding drivers for your motherboard and stuff that might keep you from installing 98. Best of luck though!
