What is the best configuration of software and hardware for setting up a mini studio at home?

Answer:
It depends. I am a learner in home studio and my setup is this one atm :

I use cubase SX3 (not ample money to upgrade to SX4) and sony acid pro, the first one is fitting for midi, the second one is good to mix audio.

For the hardware, attain a good computer (good cpu, 1Gb strike, good hard-disk space), a righteous no latency soundcard (I have a devout one from M-Audio which costed me only 200$) and a master the ivories (depending again on the kind of music you're doing), I hold the M-Audio Pro Keys 88, more than 50 controllers, 88 hammered key.
u need an nouns card (Creative sound blaster) G Force graphics card,
what species of studio?

for example, are you a musician who will be recording instruments and vocals? or possibly editing movies for that low budget blockbuster you've been waiting to craft?

what do you want your end product to be? mp3's to share beside friends, master recordings for mass production?

what formats do you need to support?

what sort of budget are you on?

lots of question to ask. your question is too inaccurate.
