Answer:
Ports must be open, to communicate. Here are the ports to try:
Quote: " Windows and MSN Messenger Application

A related data: the Messenger Service that runs at the Windows SERVICE level is different from the Windows Messenger or MSN Messenger application. For information just about the Messenger APPLICATION see

* For file verbs or voice chat ports and NAT information for MSN Messenger 3 see MS Support article Q278887.
* Microsoft Knowledge Base Article Q324214 - You cannot make phone call or start voice or video conversations with Windows Messenger

Service TCP UDP Notes
Windows Messenger - voice (computer to phone) , 6801, 6901 from Q324214. NOTE: 6801 is Net2Phone.
MSN Messenger - file transfers from Q278887. Allows up to 10 simultaneous transfers.
MSN Messenger - voice communications (computer to computer) from Q278887

For Windows Messenger contained by a non-UPnP environment, unfortunately Microsoft requires dynamic UDP ports across a outstandingly wide variety. This is a tremendous security risk. Try to establish a UPnP environment sooner. Nevertheless, here is what they say To support [audio and video] surrounded by both directions through the firewall, all UDP ports between 5004 and 65535 must be open to allow signaling (SIP) and media streams (RTP) to traverse the firewall.

Also transcribe: I don't know how much information for WINDOWS Messenger applies to MSN Messenger and vice versa. I also don't know how much information for MSN Messenger Windows version applies to MSN Messenger Mac reworked copy. And last but not least possible, there are multiple different version of Messenger, which may differ in a variety of ways." End Quote.

bottom line: something surrounded by the Registry, such as a Trojan, or Virus, one of the "114,000 Microsoft Virus Definintions", has turned OFF the ports that you have need of, like to download an AV program to fix the trouble!

You could also nouns http://pclinuxos.com and run it in CDrom, and see if it comes up next to GAIM, the universal IM program! It boots and runs within CDrom, so is virus free.
could it be a firewall? try turning off the window firewall and any other software firewalls (norton, etc) that you may have running. are you using a router? if so, you may inevitability to allow those programs access to 'ports' and set up port forwarding...i'm no expert, so this is just a guess. also, you may want to check the FAQ section for aim and y!messanger.
768 Ram? Forget it. Don't even try it without at least possible 1 gb of ram 256 Video bump 100 gb Hard drive etc because if you do Vista will such to high glory. its a great operating system that uses a ton of ram to realize its optimum performance. Let me comprehend your question. You reformatted you computer freshly because you couldn't connect Messenger to the server. Wow thats interesting and some what drastic. Check your Network connections and Device manager for driver problems but reformatting your complex drive is a senseless act.
Alright could be a few scenario goign on here.

FIrst off i see you ahe no firewall so we can rule that out right very soon, however are you using a legit Windows XP? If not we have immidetaly found the problem. If you are enjoy you tryed buying a new HD loading XP and trying that the HD you are using could hold a bad sector so XP can not install neccarsy nouns files. If your HD is good it is something next to your internet provider i would try calling them first before doing any of the above methods to trademark sure all near servers are functioning proberly.
