No. All Pentium 4 Processors do not support, 64-bit operating systems. Intel's 64-bit processor is in a minute known as Intel(R) 64 Architecture. I did a processor query on Intel's website, and it returned 63 results for Pentium 4 processors with EM64T. The lowest specification Pentium 4 next to EM64T was a 2.66 GHz LGA775 processor. So, you can be rest assured that processors below that speed won't own EM64T.
This is the sole Pentium 4 Extreme Edition processor with EM64T, a 3.73 GHz LGA775.

Never did. The 6xx series be 64bit, but they were really EM64T.
