What you have specified is a hardware problem. Which piece of hardware remains to be see. It is either hitting a bottle d¨Ścolletage in size or not functioning correctly. Check that the hardware (specifically the drivers) installed into the computer are in proper working demand and up-to-date. the keyboard have an interrupt which is triggered every time you type a key. If the system is servicing another hardware telephone, it will not be able to process the request immidiately and it get queued. I recommend not using a USB grand piano on a server if you are as it's interrupt request is higher than other devices contained by the system. Also check for processor bounce (where a process uses either partially or all of the processing time for the system within the time slice in which it currently occupy - this may be a sign of buggy software or a run away process. checked with taskman). Finally check when & how recurrently - you reboot the system. Most problems can be done away with by a simple reboot (hardware connects-disconnects are unbelievably hard on the system to manage) I recommend rebooting the server on a monthly proof as part of your common preventative maintainance/backup proceedures (whether it needs it or not)
If that doesn't do the trick I recommend removing cards/hardware from the contraption 1 at a time till the problem is found. when you remove the offending device either upgrade the drivers (which you overlooked above obviously) or replace the device - not all hardware is cheerful working with other manufacturer's equiptment. For an example of what I be a sign of - see SoundBlaster Live/audigy Hardware.
First, lets isolate the problem, you said the problem occur using "Notepad". How about other application? Like typing contained by IE Address Bar? or at DOS Command Prompt? or WordPad? or even Paint?
I can't find any issue with regard to the printer, but make sure your upright cable is not loosed.
