A Friend of mine have a ASRock 4CoreDual-VSTA -PT880 Motherboard and some PCI Cards dont work?

The problem is:
When some PCI devices (including a brand new Belkin PCI Wireless card which is not faulty) are plugged contained by then the board automatically switches on and the fan spin without pressing the power button but no output on the monitor. However when the devices are removed the system works fine and powers on singular when the power button is pressed. I have tried respectively device in turn to get thinner it down to one but it happens beside all! can anyone shed some lighting on this please?!

from research i do reading various laptop magazines the trial breed of dual core and quad core mobos require bios updates before you can use them
this is because some of these mobos come out before the dual/quad core technology be fully implemented,but its single a case of getting the bios update from http://www.asrock.com/mb/download.asp?mo...
also it may be dutiful idea to read the motherboard manual(http://www.asrock.com/mb/manual.asp?mode...
when inserting any lateral you need to be sure the power is sour,and also you need to produce sure there are no i.r.q conflicts as this can do adjectives kinds of strange things to a p.c
the first item i would do is run the bios update(you will find how to do this in the manual)and as this updates your motherboard things may work better after this
i would instinctively try the belkin pci card then and if the problem re-occurs next it may be a power lead from the laptop case to the motherboard,within should be a guide to the correct way to connect the lead in the instruction book,i have found surrounded by the past that if you connect the power on front (pwr )that a similar problem occurs but within my case it took 2 pressses of the power button to turn on the p.c so these lead will be a good nouns to start checking first
if all else fail it may be the motherboard is fualty,it wont be the first one and neither the last,consult the factory owner

You should lone fit cards into a desktop WITH POWER UNPLUGED!! If the power is unpluged I don't see why the machine would power up!
Maybe the board have a fault
