Are these two sounds cards different plenty to affect nouns soundtrack?

I enjoy previously started to computer record band as an amateur hobby. I have switched from my aged computer to a more updated computer.

Previously Computer: HP Pavilion a220n
SoundCard - Integrated AC97 Audio
1.Decent, nice clear sounds
2.Decent volume levels
3.No latency.

Current Comp: Dell Inspirion 8400
Soundcard - ADI 1980 AC97 Codex
1. Really mucky nouns, almost as if the condenser mics are in another room
2. Low Volume
3. 525ms latency.

Same setup for both computers:
1.TonePort for input (USB device)
2.16 Channel Mixer Board
3.Ableton Live 5

My Questions: Are these two cards really that different to kind a recording difference? Or is my problem most credible elsewhere? If the sound card is my problem, can anyone suggest a wearing clothes sound card that would amend my sound CD quality?

I found on some some sites that state cards do generate a difference. Just cant see how old comp and tentative comp could make a difference since it appears the cards are alike.

Get a sound blaster Wi-fi near on-board dsp. It will help alot.
