Both are not required but at least a defragmentation something like once a week is recommended, this will help save your programs and files together and over time fragmentation will slow down your comuter.
Both of the above mentioned is necessary if you want your computer to run at its optimal speed. If you don't do it, your computer will become slow and sometimes even wad, or freeze. I do it once a week or once every second week, it can only do your computer perfect..
